Job Summary

Join our dynamic team at the Minnesota Department of Health (MDH), where your passion for public health can make a tangible impact on the well-being of all Minnesotans . The Environmental Health (EH) Division is seeking a Business Technology Coordinator for the Operations Center. This position will manage EH Division resources as they relate to business information technology applications, systems, and services to ensure that Minnesotans are protected from environmental hazards and applications comply with applicable Minnesota Enterprise standards. This position will act as the primary liaison between the EH Division and Minnesota IT (MNIT) department for MDH.

Primary Responsibilities include:
  • Document EH Division business processes and prioritize technology requests to align with program goals and needs.
  • Track and manage technology projects and applications across the EH Division to ensure successful implementation.
  • Conduct routine meetings with EH Division Leadership to review IT project statuses, adjust priorities, and refine strategies.
  • Collaborate with MNIT MDH to document business processes, support technology requirements, and ensure resource availability.
  • Evaluate new and existing IT systems to confirm functionality and alignment with EH Division needs, utilizing tools such as ideation techniques, mathematical modeling, Gantt charts, PERT diagrams, planning summary worksheets, milestone charts, and other project management methodologies.

This is a hybrid telework position that require in person meetings with external shareholders as well as in-office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

This is a temporary position that may last up to 3 years.

Qualifications

Minimum Qualifications
  • Four (4) years of project management experience which includes working with IT systems and their application to organizational needs. This experience must also include managing technology projects from initiation to completion, including defining project goals, assess functionality, identify gaps, and recommending improvements.
An Associate's degree in Business Management, Environmental Health, Project Management, Information Technology, or closely related field may be substituted for six (6) months of experience.

A Bachelor's degree in Business Management, Environmental Health, Project Management, Information Technology, or closely related field may be substituted for (12) months of experience.

A Master's degree in Business Management, Environmental Health, Project Management, Information Technology, or closely related field may be substituted for (18) months of experience.

A PhD in Business Management, Environmental Health, Project Management, Information Technology, or closely related field may be substituted for (24) months of experience.

Additional Minimum Qualifications to be assessed during the interview:
  • A solid understanding of business processes, with the ability to document business program requirements in sufficient detail to clearly define project or program technology needs and priorities.
  • Proven experience working across diverse program areas, demonstrating strong communication and interpersonal skills to effectively communicate priorities and deadlines to stakeholders.
  • Experience engaging with senior leadership to review project progress, adjust priorities, and make informed decisions about resource allocation .
Preferred Qualifications
  • Advanced degree in Business Management, Environmental Health, Project Management, Information Technology, or closely related field.
  • Experience managing multi-disciplinary projects.
  • Exceptional communication skills, both written and oral, to work with diverse staff and subject matters to meet technology needs.
  • Experience with Blueworks Live or other business process documentation applications.
  • Knowledge of environmental health programs in drinking water, food safety, well management, radiation, radon, risk assessment, lead poisoning prevention, water policy, climate change, or laboratory certification.

This position requires successful completion of a background check and employment reference check.

This position does not require a driver's license, but demands some travel that the candidate is responsible for meeting.
