Job Summary

As the Clean Water Council Administrator at the Minnesota Pollution Control Agency, this position will perform high-level strategic planning, stakeholder outreach, and coordination for the Clean Water Council (CWC). The purpose is to advise the executive and legislative branches on the administration and implementation of the Clean Water Legacy Act, and allocation of the Clean Water Fund. The incumbent will facilitate the CWC's biennial budget development process, provide legislative support, serve as liaison between the CWC and executive agencies and legislative committees. Additionally, the role will involve developing and implementing community engagement strategies, ensuring robust outreach, and fostering active participation from diverse communities. The incumbent will also coordinate the CWC and its committees, ensuring inclusive feedback and dialogue from all relevant stakeholders and rights holders.

Qualifications

Minimum Qualifications

Candidates must clearly demonstrate the following qualifications:

Four years of advanced professional experience coordinating and developing large-scope, long-range plans for environmental, natural resources, other related governmental area (Advanced professional-level experience within the MPCA is equivalent to a Planner Sr. or higher-level) and have a strong understanding of environmental regulatory structures, and the functionality of government at the city, state, and federal levels in order to effectively function as a project coordinator.

OR

Bachelor's degree in public health, public policy, public administration, environmental policy or an environmental science, environmental health, or related general science field and three years advanced environmental and planning experience as described above.

AND

Knowledge of the state Clean Water Legacy Act; Clean Water, Land and Legacy Constitutional Amendment, and the federal Clean Water Act.

Excellent written and oral communication skills sufficient to organize and effectively present ideas in a manner appropriate for each intended audience.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

A diversity of experience working with state, local, or non-governmental organizations in the environmental management field.

Ability to provide testimony before decision-making bodies as well as coordinate testimony of CWC members at legislative hearings.

Ability to track and analyze legislation impacting the CWC.

Demonstrated experience preparing technical documents.

Knowledge of Minnesota's watershed approach.

Experience preparing budget recommendations and/or coordinating budget processes.

Experience communicating environmental information, such as progress toward water quality goals, to non-technical audiences.

Experience facilitating listening and collaboration among individuals and groups from diverse cultural and social backgrounds who have differing goals or thoughts about how to approach a situation.

Additional Requirements

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds. A driver's license is an essential function of this position.
