BACKGROUND
SiloSmashers is seeking a highly experienced IT Governance SME to join its growing contract supporting a federal government agency at the CIO level, driving IT transformation and operational efficiencies through PMO excellence.
The IT Governance SME role is part of a management team within a matrixed organization. The successful candidate will not only be required to interface with contractor peers and direct reports, but also establish and nurture relationships with senior level federal CIO leadership. The successful candidate is expected to perform as a trusted advisor, driving solutioning and execution at every level on behalf of the federal customer's mission.
ROLE RESPONSIBILITIES:
- IT Governance:
- Extensive experience deploying ITIL within a Federal Government environment
- Conduct and plan Risk Management to achieve legal and regulatory compliance requirements
- Supporting business goals to IT objectives are met and aligned to the Enterprise
- Ability to assess the current status of the organization and methodically develop solutions and recommendations to develop the ITIL framework.
- Ability to conduct analysis of financial and sourcing requirements
- Ability to build out onboarding and offboarding tie-ins to all ITIL procedures
- Successful experience with Recovery Management and Stakeholder Engagement and Notification related to analysis of Tier 1 / Tier 2 process application & service assessment
- Experience with software licensing management (MEGABYTE/FITARA)
- Knowledge of Technical Reference Models
- Knowledge & Understanding of integration of multiple technical and governance layers
- Supports the S&T CIO and Deputy CIO with ongoing activities for the S&T Investment Steering Committee .
- These activities are grounded in an inherent understanding of federal steering committees related to IT strategic planning and IT investment and asset management.
- The incumbent would support the CIO team by providing meeting materials for the monthly meetings.
- A successful candidate possesses knowledge of CPIC, IT strategy and policy, IT asset management, IT portfolio and program management, IT governance, and IT policy and process management.
- Policy/procedure/process Development:
- Reviews all current state processes, provides analysis and recommendations to improve current processes and to address process gaps
- Experience building out policies and procedures for Incident Management, Event Management, Onboarding/Offboarding, Cybersecurity Management, Change Management, Asset Management & Software License Fulfillment Management, Problem Management and Root Cause Analysis
- Strong experience in developing and publishing IT Business Process documentation
- Develops and maintains Key Performance Indicators (KPIs), Service Level Agreements (SLAs) and metrics to measure and monitor the performance of the requirements.
- Provides ongoing implementation, change management, and strategic communications and documentation support.
- Works with process owners to document current processes and re-design/document processes to be more efficient and result in strengthened internal controls.
- Develops and maintains process mapping, depicting processes and workflows across organizational boundaries.
- Works with all IT staff to adapt standardized processes and identifies priorities and targets for process improvement.
- Provides training, support, and monitoring/assessments for implementation of IT processes.
- Develops sustainable mechanisms to document, store, and retrieve all IT policies, standards, and processes.

- Inherent experience with collaborating with cross-functional teams within the organization, and other offices to ensure the integration and compatibility of network solutions with other IT systems and applications.

POSITION REQUIREMENTS
- Must be a U.S. Citizen
- Bachelor's Degree
- Ability to attain a Public Trust clearance
- 10+ years of experience organizing IT departments to install new IT governance programs established on frameworks to include but not limited to: COBIT, ITIL, CMMI, ISO38500, and FEA.
- Experience with FITARA Policy and Office of Management and Budget (OMB) Information Technology Management Maturity Model (ITMMM).
- Certified in: Governance of Enterprise IT (CGEIT) certification
Preferred:
- ONE or more of the following certifications:
- Information Technology Infrastructure Library (ITIL v.4 or higher)
- Currently experience supporting a DHS Component with an active DHS EOD
